It was an innovative and controversial reform that allowed the state more flexibility in its use of federal Medicaid funds. Essentially, the plan expanded coverage by reducing the benefits available in traditional Medicaid. As a result, Oregon was able to offer health benefits to many more working poor than could be covered under Medicaid rules.
At its peak, Oregon Health Plan Standard served 132,000 Oregonians. But a crippling recession forced budget cuts in 2000 that ultimately closed the program to new enrollments by 2004, and the number of clients was reduced to an average of 24,000 during each subsequent two-year budget cycle.
